W L Callahan Parent/Teacher Forum Bylaws

 

Article 1: Name

 

Section 1. The name of this organization shall be W L Callahan Parent Teacher Forum. The acronym PTF will be used as an alternative identification.

 

Article 2: Objective

 

Section 1. The purpose of this organization shall be to improve and enhance our school for students, teachers, families, and administration. 

 

Section 2. The PTF shall implement and provide for programs and events to assist in the physical, mental, social and academic well being for our students.

 

Section 3. The PTF shall  promote positive parent, teacher and administration relationships that support our school.

 

Article 3: Membership

 

Section 1. Membership shall consist of parents of W L Callahan School students, teachers, and administration.

 

Section 2. There will be no annual dues, however contributions will be accepted.

 

 

Article 4: Officers

 

Section 1. The officers shall consist of a President, Vice President, Secretary and Treasurer.

 

Section 2. Duties

  1. President
    It shall be the duty of the president to coordinate all business, required reports and correspondence as appropriate. The President shall preside at all PTF meetings. The President shall keep in contact with the school administration and various committee chairs regarding all events. The President shall perform such other duties as may be assigned by the PTF.
  2. Vice-President
    It shall be the duty of the Vice- President to work with the President.  The Vice-President shall perform the duties of the President in the absence of the President. 
  3. Secretary
    It shall be the duty of the Secretary to maintain all written records, including the taking and reporting of minutes of all meetings. The Secretary shall see to the timely filing and distribution of all records, which includes copies to all PTF officers, administration and members.
  4. Treasurer
    It shall be the duty of the Treasurer to maintain all financial records. The duties of the Treasurer will also include producing monthly expense and income reports to be presented at each PTF meeting. The Treasurer will also write checks approved by PTF members and perform banking duties as needed.

 

Section 3. Non- elected Positions/Committees
There will be non-elected positions available throughout the year. A majority vote will be used to fill these positions/committees.

Section 4. Terms of Office

    • All officers shall be parents/guardians of students in W L Callahan School or a W L Callahan staff member.
    • All officers shall be elected by a majority vote.
    • All officers shall be removed be a majority vote or by the resignation of the officer.
    • Officers shall be elected at the beginning of each school year.

 

Article 5: Meetings

Section 1. General meetings
 

  1. There shall be a general meeting of the PTF held once a month during the scheduled school year.  Meetings are held on the first Tuesday of the month.  The PTF Board shall make adjustments and/or cancellations as needed
  2. Meetings will be held as follows:
    Welcome of Members
    Call to order
    Reading/Distribution of previous meetings minutes
    Treasurer s report
    Principal s report
    Committee reports
    Old Business
    New Business
    Announcements
    Adjourn

 

Article 6: Amendments

    1. These bylaws may be amended by a majority vote of members at the regularly scheduled PTF meeting.
       

Article 7: Authority Structure

    • The PTF shall function in coordination with the administration of the school. 
    • Any major purchases for the school will be made after consulting the administrator.
    • The PTF will delegate an appropriate PTF member to purchase the chosen item or items.
    • All fundraising activities are to be approved by a majority vote of the PTF members in attendance after approval of the administration.


Article 8: Expenditures

 

Section 1. Checks shall require the signature of two active members of the PTF who has his/her signature   on file with the bank.

Section 2. All requests for expenses to be paid by the PTF must be submitted in writing at least one week prior to the monthly meeting.

Section 3. Expense request forms are mandatory in order for payment to be made.

Section 4. All requests for funds will appear on the official meeting agenda.

Section 5. If making a request of funds over $100 in writing, attendance at the following PTF meeting is mandatory.

Section 6. A simple majority of a quorum no fewer than 5 are required to pass.

Section 7. Amounts under $50.00 may be spent by board members, but will need to be reported at the next PTF meeting.

Section 8.   A petty cash account  will be established to handle daily PTF expenses.

    1. Two people delegated by the PTF may hold these funds.
    2. A written record, including receipts,  must be kept  with the funds at all times.
    3. Funds will be reimbursed to the petty cash account only after a majority decision of PTF members to do so.
